It complies with the requirements of the U.S. Department of Transportation under regulation (14 CFR §382.65), which requires aircraft with more than 60 seats (and those equipped with accessible lavatories) to carry an onboard wheelchair. This ensures that passengers with disabilities can move safely to and from the lavatory during the flight.
